Probably an NVIDIA Drivers Issue
Vulkan runs with no issues when using the 2018 version of the GPU drivers.

I'm sorry but I can't remember the exact version because windows won't let me rollback my drivers which is annoying but I assure you everything was fine when using Vulkan before I've updated. The only thing I can remember is that it was a 2018 or even a 2017 drivers and it's number is within 300+ something, I guess you could try 391.24 haven't tested it yet though because I have limited internet to download the drivers.
